Can I use a child bicycle trailer in Italy ?

Some people write us from abroad. They want to make some bicycle tours and want to use child bicycle trailer to transport their children. They heard that there is a law in Italy that forbids the usage of bicycle trailers.
According with our  interpretation of the Italian highway code, towing children on trailers is allowed. Instead the transport of belongings is not considered!
The source from which we take it is the edition 1998 of the rule of execution of the code, well known as D.P.R. 465/ 92 with the changing adopted from the D.P.R. 610/ 96,  publishing Maggioli.
We speak therefore about the article 225 of the 465/ 92 that has for title:
Constructive characteristics of the equipment for the transportation of the children on the bicycles (the article it was re-written with  the 610/ 96)
The article is constituted from seven paragraphs of which the first six deals with the seats and the seventh of the trailers.
The text of the paragraph 7 is the following:
Is  allowed the trailers for bicycles, provided that the length of the bicycle inclusive the trailer doesn't overcome 3 m. Maximum total width of the trailer must be not more than 75 cm and the maximum height inclusive the load must be not higher than 1 m. The maximum transportable mass is 50 kg.
For the night-time circulation the trailer must be equipped with taillight and sidelight, scheduled for the bicycles according to the article 224.

Note: even if in the head 7 there isn't any explicit reference to the transportation of children, we are sure that is written about that, considering the title of the article 225.
Therefore, if any other changing didn't occur, it seems that the use of the trailers for towing children is permitted.
